賞/選手選考：

• 賞：Open、Aクラス(参加者リストの中から下半分)の2つのグループに分ける。各グループ３位に賞金。賞金はタイブレークを使い、Open １位10,000円、２位6,000円、３位4,000円、Aクラス１位4,000円、２位3,000円、３位2,000円。タイブレークを用いて順位を決める。同ポイントで賞金を分け合うことはない。もしAクラスのプレーヤーがOpenで入賞された場合、Aクラスの賞金の対象外となる。
• 選手選考について：全日本チェス選手権(5/3〜5/7)のシード権は、既にシード権を得た者を除き、8名につき1名(端数切り上げ)の上位者、かつ地元枠1名を上位から選出する。繰り下がりは辞退者1名につき1名
• 西東京地元枠は甲子園やインターハイの地域区分と同様に練馬区・杉並区・世田谷区・多摩地区在住のプレイヤーが対象
• (参加人数により賞金を変更する場合がある)

要項の詳細

• タイブレーク：
  (1) Buchholz Cut-1（最低得点の対戦相手を除く全ての対戦相手のポイント合計）
  (2) Buchholz （全対戦相手のポイント合計）
  (3) Sonneborn-Berger （勝った相手のポイントとドローだった相手の半分のポイントの合計）
  (4) Sum of the ratings of the opponents （対戦相手のレーティングの合計）
  (5) くじ
• デフォルトタイム：試合開始後20分以上遅刻したプレーヤーはその試合結果を不戦敗とする。レーティングの変動はない
• 事前Bye: Bye（不戦）の申請は1ラウンド前まで受け付ける。これは最後のラウンドを除いて0.5ポイントとする。Byeが１ラウンド以上あるプレーヤーは入賞、全日本選手権シード権を取得できない。大会開始後の申請は運営側、アービターの判断により受け付ける。強制Byeは１ポイントとする
• 棋譜は最後まで記入すること。試合が終わったら両プレーヤーは結果を確認し、お互いの棋譜用紙にサインし合い、アービターに結果を報告する。サインの前に必ず結果を確認すること
• 携帯電話等の電子機器は電源を切ってカバンにしまうなど、試合中身につけてはいけない。試合中に会場の外の所持できないし、携帯電話などが入ったカバンの持ち出しも禁止する。このルールに違反したプレーヤーは不戦敗ではなく、負けとなる。電源が切れていてもポケットに入っていた、など所持していた場合も含む。許可された見学者、及びすでに試合を終えたプレーヤーに対しても会場内での携帯電話などの使用を禁止する
• 試合開始から10分間、許可された見学者に携帯電話でのカメラ撮影を許可する。それ以降は、見学者も会場内での携帯電話使用を禁止する。ただし、特別な許可を受けた場合は別とする。
• クロック、チェスセット、棋譜用紙は主催者で用意したものを使用すること
• 許可がない見学者は会場内の立ち入りを禁止する。大会開始日前日までに必ず立川チェスクラブ（tachikawa.chess@shinran.info）にメールで許可を得ること
• NCS<COVID-19ガイドライン>を遵守すること
• その他上記以外のことはFIDEルールに沿って判断する。例えばイリーガル・ムーブは違反行為であり、2回目は負けとなる。時計の押し間違い、両手使用等も違反行為である。スタート順位を決める基準の優先順位は、NCS rating、FIDE rating、氏名ABC順とする
• 主催者は1ラウンド開始前に上記のルールを適切な理由で変更する場合がある。会場で撮影した写真を立川チェスクラブ、NCS公式サイト、NCS会誌等に使用することがある
• 会場の関係で、やむを得ず持ち時間の変更、及び大会開催中止などの場合がある
• 大会への参加をキャンセルする場合は、大会4日前までに連絡があった場合は参加費を立川チェスクラブ主催の次大会の参加費として充当する。大会前3日以内の場合は次大会への充当はない
• 参加費は理由の如何に関わらず返金しない
• 個人間で起きたトラブルに関して、立川チェスクラブは一切の責任を負いかねる
• ペアリング、結果はchess-results.comに掲載する

Prize:

• Prizes will be awarded for top 3 players of Open group and Group A (Players in the lower half of the list). Open 1st place: 10,000 yen, 2nd place: 6000 yen, 3rd place: 4000 yen, Group A 1st place: 4000 yen, 2nd place: 3000 yen, 3rd place: 2000 yen. Tie-breaks will be used to determine winners. No two players will share the prize. If a player in Group A wins an Open section prize, they will be excluded from the Group A prize.
• This is a qualifying tournament for the Japan Chess Championship which is held between May 3rd and May 7th 2023 in Tokyo. 1 player per 8 participants, plus 1 additional local player will qualify (excluding the players who have already qualified). If a player declines, then the next player on the list is selected.
• In this tournament, players residing in the Tama area, as well as Nerima, Suginami, Setagaya Wards are considered local.
• (Prize and groups may change depending on the number of participants)

Other regulations

• Tie-breaks: 1. Buchholz Cut-1, 2. Buchholz, 3. Sonneborn-Berger, 4. Sum of the ratings of the opponents, 5. Drawing of lots.
• The default time is 20min. from the start of each game. If any player is not present within 20min after the game started, he/she shall lose the game by default. The game will not be rated.
• Pre-registered byes: Half point bye requests will be accepted before round 1 begins. 0 points are given for the last round. If a player has more than 1 pre-requested bye, the player will not qualify for prizes nor qualify for Japan Chess Championship. 1 point for a forced bye.
• Players must record all the moves until the end. When the game is finished, check the results, sign the score sheets and report the result to the arbiter.
• All electronic devices including a smartwatch have to be turned off and stored away. Not to be touched or carried out of the playing room during the game. If a player is found with a mobile device during his/her game, the player loses the game.
• Spectators are allowed to take photos for the first 10 min. of each game, including the use of a mobile but after 10 minutes, all mobiles have to be put away by the spectators and they are not allowed to use them in the playing room.
• The organizer will provide chess equipment including clocks.
• No observers are allowed without permission. Please contact Tachikawa Chess Club(tachikawa.chess@shinran.info). You need to have the permission the day before the tournament starts. No permission is given on the day of the event.
• All players have to agree to the above rules and the NCS COVID-19 Guidelines.
• The tournament will follow FIDE rules unless otherwise stated above. (1st illegal move – 2 extra minutes are given to the opponent. 2nd illegal move – loss of the game. etc.)
• The organizer reserves the right for changing the above conditions in case of reasonable cases before the first round begins. And please be advised that photographs will be taken at the event for use on the Tachikawa Chess Club website, japanchess.org website and in the press, and other publications. By entering this event, you consent to the National Chess Society of Japan photographing and using your image and likeness.
• Due to some unforeseen incidents and/or because of the pandemic situation, the tournament may be postponed or canceled with a short notice. Thank you for your understanding.
• If you cancel no less than 4 days before the tournament, the entry fee will be credited towards your next tournament hosted by Tachikawa Chess Club. The fee will not be credited if cancellation happens 3 days or less before the tournament.
• There is no refund on entry fees.
• Tachikawa Chess Club cannot be responsible for troubles between individuals.
